Bombast could mean what we mean by it today, but more concretely it referred to cotton stuffing or padding. When Greene speaks of "bombasting out a blank verse," he may not be referring to a pompous actor out-Heroding Herod, but to a playwright padding out the meter of the verse with extra syllables.
