I think that in having Brutus saying that Caesar’s ghost had appeared to
him, rather than his bad conscience, Shakespeare is also making a point
about the kind of character Brutus is. That is, he sees everything
externally to himself--thus evil in himself is represented by Caesar’s
ghost rather than his own guilt. It is a subtle point, but one worth
making: in this, Brutus is not as self-aware as say Richard III who says
he has to fight against himself, his conscience bringing up ghosts when
his everyday ruthlessness alows him to suppress them.
