Subject:        REFQ - Possible Shakespeare Quote

The Vice Chair of our company is looking for a verse that is something
like “those rakeskelly fellows who cannot by peace take what they can by
force reap”.  The wording and spelling are probably not exact, but it is
as close as he remembers.  He is firmly convinced it is from
Shakespeare, but we are unable to identify it.

Any help you can provide would be greatly appreciated.
