Yes, my margins were checked (or at least encouraged since I never saw my teachers check them) BUT I was never required to use footnotes, never penalized for arguing my own opinion rather than relying heavily on outside published sources, nor do I own a well-worn copy of the PMLA. Indeed, any problems with our system revolve around the loosening of these guidelines rather than the strict application of them. I had the damn finest English teachers in high school and they taught me valuable lessons about grammar and love for literature. So much so that I pursued it at UCLA as an undergraduate and am leaving this very day back to Stratford to pick up my M.A. from the Shakespeare Institute. All this from a product of North American education. And for the record, I was actually hammered on my margins and sources more in England than North America. I went through the highest standards in high school and UCLA...and still I had some points to sharpen up on.
