Subject:        Quite?

I'm trying to trace the source of a quotation.  My source infers it to
by Shakespeare, but I am pretty sure it is not, which is to say that I
don't recognize it, and I looked up both "dumb" and "vassal" in my
concordance, and could not find the line under either.  Does anybody
recognize it?
