Did Kipling mention the Psalm xlvi thing?

Does anyone know when and where it arose?

Balderdash and hogwash it may be, but Ps. 46 will keep coming around,
like Halley's comet, until some one can identify the word counter who
foisted this idea on a gullible world.

For those who are irritated by the by the reappearance of the question,
I would point out that it hasn't appeared on the list without bringing
with it, at least for me, a new slant such as the above reference to
Kipling.

Sorry about the subject line.  Had I written Ps. 46 many of the list
members whose comments I enjoy and respect would surely have hit the
trash button without opening the letter.
