The letters in the first two lines of the soliloquy have been rearranged
to form the sentence that follows, which thus constitutes an anagram, a
hidden message formed by rescrambling letters. This has little to do
with Shakespeare, I suppose, but it is certainly a tribute to the
patience and persistence of someone who admires him.  Or could it be
possible that the poet left us with an embedded clue to help us
understand the passage?

I do, and it is pretty amazing... Take all the letters in the first
sentence, and rearrange them. One of the possible sentences you can come
up with is the second.
